In notitlpage option with single logo

The logos are available for everyone on École polytechnique's site.

*Code for titlepage and notitlepage options no more delayed with \AtBeginDocument, it is declared in the right place with an auxiliary command
*Added layout for a second logo with the notitlepageoption, layout made by DIRCOM

In TEXMFMAIN/tex/latex/polytechnique no more subdirectory resources that was ignored during LaTex compilation. Added source files in TEXMFMAIN/source/latex/polytechnique.

Rewriting the package into a Documented LaTeX file .dtx. Added custom installer for windows that compiles the .dtx file with LaTeX and export the resulting files into the right directory of the TeX tree.
